General Debate

 

After a relaxing lunch break, the World Health Organisation  then proceeded on to the General Debates. The issue of Ebola and how to limit it was discussed.

 

To start off, the delegate of Sierra Leone, the country most affected by the outbreak of Ebola, stated that all countries, including the less-developec countries, should help out in fighting the outbreak of Ebola, as it is an international issue. The delegate of Germany supporteed this stand, and also pointed out that there is a limit to the amount of aid that can be provided by each country. To this, the delegate of Cote D Ivore replied that aid can be given out based on the different ituation of the countries, with countries that are suffering from issues such as debts providing more aid.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

However, some countries such as France were more skeptical, as they felt that aid could also result in the spread of the disease. To this, the delegate of Guinea Bissau replied that measures such as protective suits and screenings could be taken to prevent this.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

Moderated Caucus

A moderated caucus was then proposed by the delegate of Germany on  how less developed countries should counter Ebola and how aid should be properly divided to provide aid equally and to resolve the crisis in the best way possible. The delegate of Germany stated that less developed countries should also be involved and provide aid. To this, the delegate of Congo, a less developed country, agreed that all countries should take responsibility towards Ebola by setting up surveillance and allocate certain amount of national budget towards treating Ebola.  If the  less developed countries can’t provide economic aid, they can still help out by providing manpower. The delegate of France  then proposed that monetary aid given should be proportionate to the amount of people infected.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

At the end of the caucus, the conclusion reached was that while less developed countries should provide aid to Countries affected by Ebola, this should be sustainable, and that these countries can only provide aid proportion of their capability in terms of money and manpower.  The delegate of USA has said that countries should work towards more long term plans of resolving Ebola like education.

 

Crisis Alert Resolution Debate

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

The delegate of China then presented his resolution. However, this time, the delegate of DPRK raised concerns about the first operative clause, which the delegate of DPRK found to be too demanding.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

The delegates of USA and Germany then presented the final resolution. 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 


The council then proceeded onto direct voting procedures. After the rejection of the first two resolutions, a consensus was finally reached when the third resolution by Germany and USA recieved more than two-thirds of the votes.

After conducting a general debate on the crisis alert, the council split up into different blocs to come up with resolutions to solve the issue. The 1st resolution was presented by the delegate of DPRK. However, the delegate of China did not agree with DPRK, regarding clause 1b of the resolution, which implied that DPRK would only take some responsibility of the extent of damage caused.
